On January 31, 2025, Communities for a Better Environment (CBE) in Los Angeles hosted an evening community meeting with California Air Resources Board’s Clean Transportation Regional Outreach Coordinators (CT ROCs) from the Mobile Source Control Division. Over 50 community members attended the virtual Spanish-only meeting led by CBE’s Maya Iñigo–Anderson to hear about current clean transportation and e-bike initiatives and to ask questions.
Meeting Purpose
The purpose of the meeting was for CARB staff to listen to CBE members share their priorities directly from community members regarding preferences and needs for clean mobility and transportation.
Discussion
After introductions, the CT ROCs presented an overview of applicable programs in Spanish as requested by CBE. Clean light- and heavy-duty vehicle topics including the Driving Clean Assistance Program (DCAP), Replace Your Ride, Communities in Charge, E-Bike Incentive Project, Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project, and Access Clean California were presented. This was followed by CBE facilitating questions and answers on program eligibility, available funding, EV charging, and application preparations.
Continuous Collaboration
CARB ROCs also discussed opportunities for continuous community collaboration and how CBE and similar communities can stay engaged in the development of clean transportation and mobility programs and emission reduction strategies that directly affect their communities and in preparing for funding/incentives.

Funding Plan Process – CARB’s annual Funding Plan provides details about how Clean Transportation Incentive funding will be allocated, information about meetings, and how the public can participate can be found at Low Carbon Transportation Investments and AQIP Meetings and Workshops.
Evening Community Meetings – CARB’s Evening Community Meetings are held virtually every month. CARB staff present on topics of community interest solicit public input on various initiatives and provide a forum for communities to express their thoughts and suggestions.
Clean Transportation Regional Outreach Coordinators (ROCs) – ROCs provide direct outreach and engagement with communities and diverse populations throughout the state. They listen to communities, attend community events, and advocate clean transportation across myriad programs.
CARB Listserv – CARB's government email delivery system (Listserv) provides access and connects the public to CARB programs and keeps the public informed about events and activities.
ZEV Equity Task Force – Under the Advanced Clean Cars II initiative, the ZEV Equity Task provides an ongoing forum on topics that support the successful adoption of light-duty ZEVs in all communities.
